 BILLS HEARD IN SENATE PUBLIC SAFETY & MILITARY AFFAIRS COMMITTEE

SB 77   HPA – HOUSEKEEPING, QUORUM  PSM, JDL
The bill PASSED with a Senate Draft 1 (SD1) amending the language to the language in SB 1178 which is MUCH BETTER. It states,“…Entitle a prisoner to a hearing before a panel of three of its members which shall act by a majority of the panel members;  and  If it is determined immediately preceding or during the course of a hearing that a sitting panel member must be recused due to a conflict of interest, the panel may proceed with two members;…”

SB 705 PAROLE    PSM, JDL
This bill would mandate parole so no one can max out. PSD and HPA supported the intent, although there was some discussion about mandating parole forall. Then HPA made some,imho, ridiculous arguments about not letting people out on parole because they would commit new crimes (well, then they would be arrested for a new crime). The bill PASSED with an SD1 saying if a new crime is committed while a person is on parole there would be an enhanced sentence.

SB 74   PUBLIC SAFETY PROGRAMS – Sale of Crafts    PSM, WAM
The bill PASSED as is

SB 576 COMMISSARIES AUDIT    PSM, WAM
The Committee was told that the mainland branch of PSD audits the commissaries every quarter. Chair Espero asked for copies of the last 4 audits. DECISIONMAKING on this bill will take place onTHURSDAY, JAN.  31st.

SB 71   PUBLIC SAFETY PROGRAMS    PSM, WAM
The bill PASSED with an SD1 adding Education and replacing the Cognitive language with “Evidence based behavioral”, which is good since that is broader. There was also a discussion on offering programming to people who have maxed out for 6 months after release.

SB 204 REINTEGRATION – PUBLIC SAFETY    PSM, WAM
The bill PASSED as is

SB 70   RESTORATIVE CIRCLES     PSM, WAM
This bill was DEFERRED (aka died) since PSD included Restorative Reentry Circles in
their programming bill (SB 71)and plans to extend this successful program statewide.

SB 72   MEDICAL RELEASE; COMPASSIONATE RELEASE    PSM, JDL
The bill PASSED with an SD1 as a 3-year pilot program and adding technical amendments.
