DAY 3 – MONDAY, APRIL 22, 2013
HB 1279 HD1 SD2 – FUNDING FOR REINTEGRATION
The conference committee opened on this bill today. The House said that they were ‘wordsmithing’ some of the language and will have a CD1 for the next meeting. All funding bills are awaiting the settlement of the budget.
The committee will reconvene on Wednesday, April 24th at 10:20 am in Room 312.
HB 622 HD1 SD1 – Media Shield – Freedom of the Press
The House offered a CD1 on this bill but there was no discussion. Word is that the Senate doesn’t like the CD1 and neither does the press. This great law has been on the books for 5 years and there was only one court case. This bill started out as a simple housekeeping bill to repeal the sunset date. If nothing is done, the law will cease to be on the books as of June 30, 2013. This is very sad since our law was touted as the best law in the US; a model law dealing with the changing media.
The committee will reconvene on Thursday, April 25th at 1:00 pm in Room 325.
SB68 SD1 HD1 Sentencing; Drug Offenses; Mandatory Minimums
OUR ADVOCACY WORKED! THIS BILL WAS VOTED ON AND PASSED UNANIMOUSLY TODAY; THE SENATE AGREED TO THE HOUSE AMENDMENTS.
Next Stop: Final reading in the Senate then onto the Governor. I’ll be sending an action alert for folks to contact the Governor to have him sign the bill into law. (Not a great bill, but better than what exists!)
HB 218 HD1 SD2 – CORRECTIONS POPULATION MANAGEMENT COMMISSION – 2 SEATS FOR HAWAIIANS
I asked the Chairs what the problem was with this bill since it went through 4 hearings – the first three of which made no substantive changes and it was effective ‘upon approval’. The only change occurred in the last Senate hearing (WAM) when they defected the date to force it into conference. I was told that the holdup was FIN and WAM who were ‘not releasing’ the bill. Weird, since there is no appropriation/no financial impact – just politics. The House has a CD1 ready to go with the effective date ‘upon approval’.
The committee will reconvene on Tuesday, April 23rd at 1:45 pm in Room 312.
HB 385 HD2 SD1 – EARNED INCOME TAX CREDIT
The conference committee was scheduled to meet at 4 pm today, but was cancelled. This bill is also awaiting the settlement of the budget. The consortium of folks working this measure wanted a 10% tax credit, but I was told today that it might be 5%. CAP supports this measure because we need to take care of all Hawai`i’s families, especially those struggling on the low end of the economic spectrum. A rising tide lifts all boats!
At this time there is no date for reconvening the committee.
