SB 2308 SD1   RELATING TO CHILDREN

Makes an appropriation to the department of public safety for programs and services for children of incarcerated parents and to assist with family reunification. Effective 07/01/2050. (SD1)

Talking Points:

  • Research shows that children who have at least one parent in prison are  7 times more likely to end up incarcerated themselves
  • These children suffer from grief,  many have mental health issues , and many other issues that affect their schooling and socialization
  • Working with children and their incarcerated parent helps to strengthen the family & provide hope to the incarcerated parent
  • Incarcerated parents who are involved with their children’s development have few write-ups & focus on their rehabilitation

SB 2315 SD1, $ FOR SUBSTANCE ABUSE TREATMENT AT HALAWA

Appropriates funds to the PSD to provide substance abuse treatment services to Halawa Correctional Facility inmates. Effective 07/01/2050. (SD1)

SB 2884 SD2   PAROLE & GATE $

Specifies that funds for discharged persons be subject to legislative appropriation. Clarifies circumstances under which the paroling authority may grant early discharges. Provides discretion to the paroling authority with respect to initial pardon consideration as it relates to paroled prisoners. Effective 07/01/2050. (SD2)

Talking Points:

  • Hawai`i used to give $200 in ‘gate money’ to people exiting incarceration. No more, though.
