CAP Watch Conference Report – Day 1, April 17

DAY 1 – THURSDAY, APRIL 17, 2012

CAPConference ReportThis year we have 11 bills of interest in conference.
This is pretty amazing, folks!

Today conference committees opened on 8 of the bills that CAP has been working on (the other 3 juvenile justice bills are opening conference on Monday). Here is a little peek into the goings on at conference committee.

SB 2308 SD1 HD1       FUNDING PGMS FOR CHILDREN OF INCARCERATED PARENTS. $

SENATE: Chun Oakland Chair; Espero, Kidani Co-Chairs; L. Thielen, Slom Members.

HOUSE:   Aquino, Ing Co-Chairs; Takayama, McDermott Members

The Chairs indicated that there was House and Senate agreement on the contents of this bill and are now awaiting word from the money committees.

SB 2609 SD1 HD2       RELATING TO MINIMUM WAGE

SENATE: Hee Chair; Ige Co-Chair; Ihara, Kouchi, Shimabukuro Members.

HOUSE:  Nakashima, Luke Co-Chairs; Nishimoto, Thielen Members.

No discussion today, I’ve got to sit closer to hear but they seemed to slide over this one so I imagine that there is plenty chatter going on outside the community’s hearing range. Something will emerge, the question is what will it be? It is interesting/sad to hear the nickel and diming of our most challenged people.

SB 2574, SD1, HD2     RELATING TO MEDICAL MARIJUANA.          Registration; Requirements

HOUSE:  Belatti/Rhoads/McKelvey, Co-Chairs; Creagan, Nakashima, Fukumoto                

SENATE:  Green, Chair; Baker, Co-Chair; Gabbard, Kouchi, Slom                                

Both the House and Senate Chairs had conference drafts, however The House offered theirs first and the Chair announced that it defined “bona fide patient-doctor relationship”. The Senate would discuss the House draft and the committee will reconvene to discuss it further. From the hearings that have taken place, CAP supports the House position which is in keeping with the spirit and intent of this 14 year old law. The Senate position would limit access to the program by Kaiser patients, military personnel suffering from PTSD and others who would benefit from the cannabis medicine.

SB60 SD1 HD1                    RESTORATIVE JUSTICE PROCESS FOR VICTIMS OF CRIME

SENATE: Hee Chair; Shimabukuro Co-Chair; Slom Member

HOUSE:   Carroll, Rhoads Co-Chairs; Har, Oshiro, Fukumoto Members.    

This was a shocker. This was a bill that we supported last session. It didn’t make it last year, but this year was pulled up and scheduled for conference. We suggested a minor change that made it more clear and to change the effective date to July 1, 2014. The Senate is drafting the CD 1 (conference draft).

HB 2205, HD1, SD1     RELATING TO CRIME.             Habitual Property Crime

HOUSE:  Representatives Rhoads, Chair; C. Lee, Nakashima, Thielen 

SENATE:  Senators Hee, Chair; Shimabukuro, Co-Chair; Slom                                                       

No discussion on this bill as legislators were running back and forth to conferences.

NEXT CONFERENCE: MONDAY, APRIL 21ST 1:30 PM in Room 325

 

SB 2315, SD1, HD1     APPROPRIATION FOR SUBSTANCE ABUSE TX SERVICES @ HALAWA.

HOUSE:  Representatives Aquino/Ing, Co-Chairs; Takayama, McDermott 

SENATE:  Senators Espero, Chair; Kouchi, Co-Chair; Slom              

Both Chairs indicated agreement on the substance of the bill. The committee is awaiting clearance from the money committee. When an appropriation is secured, they will effect the date (probably July 1,2014) and send the bill to the Gov.

SB 2884, SD2, HD1     RELATING TO PAROLE.          Legislative Appropriations; Discharged Persons

HOUSE:  Representatives Aquino/Ing, Co-Chairs; Yamane, McDermott                                

SENATE:  Senators Espero, Chair; Kouchi, Co-Chair; Slom 

Again, both Chairs indicated agreement. Just awaiting money committee clearance and then they will make an effective date (probably July 1,2014 or upon approval).

HB 2363, HD2, SD2     PUBLIC SAFETY.
Reentry Pilot Project; Nonviolent, Low-risk Drug Offenders; $

HOUSE:   Representatives Aquino/Creagan/Ing, Co-Chairs; Takayama, McDermott          

SENATE:  Senators Espero, Chair; Kouchi, Co-Chair; Slom                                                              

There started to be a discussion and then the House Chair suggested that they ‘talk offline’ meaning out of the range of the community. This is what makes people distrust the process. Some sneaky business going on behind the scenes. Good thing I’m niele (nosy!).

Most of our bills depend on how the budget ends up. I am heartened that there is at least discussion of these issues that most folks would love to ignore. There are also a few bright spots at the legislature that give me hope.
