CAP Testimony OPPOSING Crime Victims Constitutional Amendment

After reading lots of article and research and speaking to people on all sides of this issue,
here is CAP testimony OPPOSING the constitutional amendment for crime victims, SB 3034 SD1.
In our humble opinion, this proposal is rife with unintended consequences that we believe
will do nothing to actually provide the services that people harmed by crime need/deserve.
CAP is against feel-good bills that donʻt really address the problems. A constitutional amendment, once passed is almost impossible to overturn.
Hawai`i needs careful and thoughtful policymaking; not knee-jerk reactions to emotional issues.
SB 3034 SD1 is scheduled for a hearing:
