SB 2392 SD2 HD3 – NALOXONE (OPIOID ANTAGONIST)
There is an agreement on the bill. The House recommended some amendments and the Senate agreed (it was difficult to hear since the room was packed).
The Senate will present a CD1 on Monday, April 25th in Room 016.

HB 2388 HD3 SD2 NEW CORRECTIONAL FACILITIES
Kat has no idea what they plan to do with this bill. It is a mess – unclear and contradictory. It will be interesting to see how they extract themselves or not from this embarrassing mess. This bill is a great example of Ready, Shoot, Aim!
HB 2391 HD2 SD2 – RELEASE OF CERTAIN MISDEMEANANTS, PETTY MISDEMEANANTS
Can’t say what will happen with this bill. There were 15 Noes in the House and 2 in the Senate (and 4 ayes w/reservations) – not enough to kill the bill, but certainly enough to force the Chairs to amend the bill.
HB 2561 HD1 SD1 – PENAL CODE REVIEW BILL – ADMINISTRATION OF JUSTICE
The House is tinkering with language to make the habitual criminal language broader. What has been enormously frustrating is that the prosecutors sandbagged the final hearing and introduced things that were NEVER DISCUSSED during the 6 months of Penal Code Review Committee discussions.
The House will offer a CD1 on Tuesday, April 26, 2016 at 2:15 pm. In Room 325
HB 1046 HD2 SD2 – COMPENSATION FOR WRONGFUL IMPRISONMENT
The only thing this bill needs is to make it effective “upon approval” as the SD1 did. The date bill – the date is the only hang up. The bill has to pass conference – Kat hopes the House offers a CD1 with the correct date at this meeting – and then goes to Final Reading in both chambers then to the Governor. Fingers and toes crossed on this one. Been working on this for a while now.

SB 2630 HD1 – HAWAI `I CORRECTIONAL INDUSTRIES SALES OF PRODUCTS TO PUBLIC
There is agreement to amendments requested by the department such as: deleting the section about the allocation of money as it is already in statute, and changing the funding for the study from $1.5 million to $100,000 as requested by DBEDT, tasked with doing the feasibility study for a reentry academy.
The Senate will offer a CD1 on Wednesday, April 27, 2016 @ 3 pm in Room 312
